Anti-Money Laundering and Countering the Financing of Terrorism Policy

  1. Policy and Commitment
    1. For the purpose of anti-money laundering and countering the financing of terrorism (AML/CFT), and pursuant to the "Regulations Governing Internal Audit and Internal Control System of Anti-Money Laundering and Countering Terrorism Financing of Banking Business and Other Financial Institutions Designated by the Financial Supervisory Commission", Chang Hwa Bank has established the "Chang Hwa Bank Anti-Money Laundering and Countering the Financing of Terrorism Policy" to serve as the basis for compliance and implementation. The scope of this Policy applies to all units bank-wide, including the Head Office management units responsible for various business operations, domestic and overseas business units, and subsidiaries.
    2. To maintain the stability of the financial order, prevent money laundering, and counter the financing of terrorism, the Bank is committed to establishing a risk-based approach control mechanism that effectively identifies, assesses, and manages the risks associated with money laundering and terrorist financing. We continue to allocate adequate personnel and resources to ensure the robust implementation of our Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) operations. Concurrently, to enhance the compliance awareness and professional expertise of all staff members, the Bank offers various physical and digital educational training courses. Through proactive internal communication and advocacy, we instill proper AML/CFT concepts and practices across the organization, thereby preventing the financial products and services provided by the Bank from being exploited by illicit actors as a breeding ground for money laundering and terrorist financing.
    3. Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Policies and Regulations: The Bank's Anti-Money Laundering and Countering the Financing of Terrorism Policy, Know Your Customer (KYC) Policy, Sanctions Policy, Guidelines Governing Anti-Money Laundering and Countering the Financing of Terrorism , Regulations Governing the Establishment of the Anti-Money Laundering and Countering the Financing of Terrorism Management Unit, Directions for Investigation Procedures Regarding the Misappropriation of Client Funds by Financial Advisors, and Compendium of Anti-Money Laundering and Countering the Financing of Terrorism Management Procedures, etc.
    4. Sanctions Risk Control
      In the process of providing financial services, the Bank strictly complies with sanctions regulations and counters terrorism financing and the proliferation of weapons of mass destruction (WMD). By collecting name lists and public information, or conducting internal due diligence, the Bank performs screening on customers and their related parties to prevent its business operations from being involved in terrorist financing and WMD proliferation activities. Furthermore, the Bank reminds customers to remain vigilant regarding whether their counterparties or goods are subject to sanctions measures. The Bank regularly updates its country risk list to manage geographical risks by continuously monitoring sanctions-related updates issued by the FATF, the United Nations, and authorities of major countries, as well as indexes such as country transparency and corruption perceptions. In response to global sanctions against Russia, the Bank promptly updates and issues relevant sanctions information to ensure that transactions do not violate sanctioned items. Adopting a risk-based approach, the Bank has established corresponding control mechanisms to effectively mitigate the risk of transactions violating sanctions.
  2. Governance Mechanism
    1. The Board of Directors of the Bank has appointed the Chief Compliance Officer to serve as the dedicated supervisor for Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT), responsible for overseeing the overall status of AML/CFT compliance. Furthermore, two dedicated units, AML Division I and AML Division II, have been established under the Compliance Department to handle the implementation and supervision of the Bank's AML/CFT-related affairs.
    2. Compliance with Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT) protocols encompasses the planning and formulation of AML-related regulations, as well as the development of AML/CFT programs. It also includes ensuring compliance with relevant laws and regulations, planning training courses, and managing matters related to currency transaction reporting (CTR), suspicious transaction reporting (STR), and notifications under the Counter-Terrorism Financing Act. Furthermore, it involves the policies and execution of identifying, assessing, and monitoring risks associated with money laundering and terrorism financing, alongside conducting investigations into behaviors or transaction patterns that exhibit suspected misappropriation of client funds by financial advisor.
    3. We regularly conduct money laundering risk assessments to identify, evaluate, and control money laundering and terrorist financing risks. Through continuous awareness campaigns and training programs, we enhance the professional capabilities and risk prevention awareness of all staff members, thereby refining our internal operational guidelines and system mechanisms related to anti-money laundering and countering the financing of terrorism.
    4. The Bank’s 2025 Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Internal Control System Statement was reviewed and approved by the 36th meeting of the 27th Board of Directors on March 27, 2026. In accordance with applicable regulations, the Statement has been disclosed on the Bank’s official website and publicly filed on the website designated by the Financial Supervisory Commission (FSC).
