Labor-management Relationship

Employee Welfare Measures

  1. Labor insurance: Subjects include all employees. For insurance premium, government covers 10%, our bank covers 70%, and employees covers 20% thereof. 
  2. National health insurance: Subjects include employees participating in the labor insurance and their dependents (including parents, spouse and single, disabled children). For insurance premium, government covers 10%, our bank covers 60%, and employees covers 30% thereof. 
  3. Leaves: According to the service period above 6 months, employees are entitled to 3~30 days of leaves. 
  4. Sports and recreation activities: Establish Sports Committee, organize sports, hiking recreation activities annually in separate districts, and skills, arts and cultural visit activities, in order to provide physical and mental relaxation as well as to relieve work stress for employees. 
  5. Employee Welfare Committee: The committee has 21 committee members. In addition to 1 Vice President designated by the President to be the apparent committee member, the rest of 20 committee members are elected by the Bank and the labor unit according to the election regulations, in order to handle planning, custody and use of welfare fund as well as to handle other relevant employee welfare affairs. In addition, our bank establishes the employee convenience store in order to provide daily commodities and suppliers to employees. 
  6. Library: A library is established at the Taipei office building and it is equipped with various Chinese and foreign books and articles for employees’ borrowing and reading, in order to facilitate the increase of knowledge, self-improvement and education of employees. 

Retirement System and Implementation Status

  1. The Bank provides policies on employee retirement and pension plans, which are related to the retirement,pension (including occupational disaster compensation) and lay off of employees. Accordingly, employees who have reached the age of 65 years old should retire; those who have served the Bank for more than 5 years and reached the age of 55 years old or have served the Bank for more than 20 years can apply for retirement, and unmentioned regulation under the plans shall be bound by the Labor Standards Act and related labor laws and regulations. 
  2. 123 people (including 51 voluntary and 72 compulsory) in total applied for retirement in 2022.
  3. According to the Bank's "Regulations of the Organization of the Labour Retirement Reserve Supervision Committee", the Labour Retirement Reserve Supervision Committee is composed of representatives selected by the labor side and the management, respectively, and has a total of 9 members, of whom 6 are representatives of the labour side and 3 are representatives of the management. Meetings are held every three months and, if necessary, an ad hoc meetings are held.
    The tasks of the Labour Retirement Reserve Supervision Committee are matters relating to the consideration of the suspension of the "Labour Retirement Reserve", the verification of the amount of the withdrawal, the verification of the storage and use of the amount, the verification of the amount of payment and other matters relating to the supervision of the labor retirement reserve.
  4. For employees of old pensions, the Bank shall deposit monthly in the special account for "Labour Retirement Reserve Supervision Committee " of the Band of Taiwan at the rate of 10% of the total monthly salary, and the Bank shall withdraw the pension for the employees who apply the new system according to the provisions of the 6% monthly withdrawal rate. 

Employee Safety Protection Measures

  1. We’ve applied for the “Employer’s Liability Insurances” such that in case where all employees are subject to any accidents in the course of job duties, the protection for the employee's living, insurance premium are all covered by our bank. 
  2. We’ve established the Occupational Safety and Health Committee consisting of 9 committee members, including 3 labor representatives. Occupational Safety and Health Committee meetings are convened quarterly in order to review, coordinate and provide recommendations on the occupational safety and health policies for our bank, thereby improving the safety and health management quality of our bank. 
  3. All branches of our bank are equipped with first aid medicines and equipment in order to cope with any emergency needs of employees. We also entrust professional institutions to conduct one time of operating environmental monitoring on the two items of “carbon dioxide” and “lighting” in order to provide safe and health working environment to employees. 
  4. Human Resource Division periodically assigns personnel to participate in the occupational safety and health training, and irregularly invites experts to organize health education seminars, as well as provides relevant occupational safety and health digital educational training courses. 
  5. Our bank establishes the safety and health work rules, implements occupational safety and health policy, and also establishes the “Ergonomic Hazards Prevention Plan”, “Employee Abnormal Work Load Induced Diseases Prevention Plan”, “Maternity Health Protection Plan” and “Employee Occupation Illegal Infringement Prevention Plan” etc. in order to prevent occurrence of occupational disasters and occupational diseases. 
  6. To supervise the business contractors of our bank to properly perform contracting works specified in relevant safety and health regulations of the contract, our bank establishes the “Working Environment Hazardous Factor Notice” in order to prevent occurrence of occupational disasters. 
  7. We also established the “Bank Safety and Health Automatic Inspection Plan” in order to ensure that equipment of our bank is maintained for normal operations, thereby reducing the rate of incident occurrence. 
  8. To strength the safety protection performance of each unit, we periodically organize one time of safety maintenance conference and employee self-protection team drill semi-annually. 
  9. According to the needs of each unit, we request the security company and contractors of alarm, surveillance recording system to actively cooperate with the improvement of relevant protection equipment. 
  10. We entrust security company to assign security personnel to station in each unit in order to handle the security works, and continue to implement on-job training and supervise performance evaluation quarterly. 
  11. Our bank entrusts all of the external cash transportation and supplement operations to security company for handling or cooperative handling. 
  12. According to relevant regulations of the Fire Services Act, our bank supervises and promotes each unit to enhance the maintenance management fire safety and of evaluation escape facilities, along with the implementation of safety inspection and trialing in conjunction. 

Labor-management Negotiation Status

  1. Since July 28, 1999, according to the requirements specified in the “Chang Hwa Bank Guidelines for Labor-Management Meeting Implementation”, our bank periodically convenes labor-management meetings. During such meetings, both parties of the labor and management engage in discussion and negotiation with each other on various proposals through proper communication of labor-management meetings, the labor-management relationship of our bank is maintained harmonic and stable.

Employee Benefit Protection Measures

  1. To explicitly specify the rights and obligations of employees, our bank establishes the “Work Rules”, such that matters related to employment, code of conduct for service, working hours, performance evaluation and reward/discipline, salary and welfare etc. shall be handled according to these Rules.
